The Pilot Academy is currently closed, but otherwise, you need to have a character profile approved and joined a faction's military, in order to earn the privilege of piloting a mobile weapon. If you haven't already, please check out the "Getting Started" guide for details on how to start things off here on the site. The link is in the navigation box on the left side of the page.
